The agency issued a notice of proposed rulemaking on crypto asset trading and market regulation, potentially creating a federal registration path for crypto platforms operating under the CFTC's existing authority. The proposal includes Regulation CTX for crypto asset trading and Regulation CAM for market regulation, defining requirements for CFTC-registered exchanges. The framework would allow participating exchanges to choose to operate under a single federal market regulatory regime and would permit retail customers to trade on a margin, leverage, or financing basis. The CFTC noted that state-licensed exchanges are not entitled to offer the same trading arrangements and that it cannot require all regulated crypto assets to be traded on its registered platforms without congressional authorization. The initiative would establish a voluntary federal option within the CFTC's existing powers.
